  • ELMS Criminal Records Agency (ECRA) is a social enterprise organisation - one of the few non- commercial Umbrella Bodies of the Criminal Records Bureau (CRB). You can choose to access CRB services by contacting us direct to access our personal service or by using the electronic process. We work closely with the CRB to ensure that you will benefit from the quickest possible turnaround of your Disclosure applications.
  • ELMS have been successful in our assessment and have, for the second year been successful in their inspections and have been awarded the Social Enterprise Quality Mark.
    This kite-mark reflects the organisations ethos of Inspiration, Interaction and Integrity. In 2010 ELMS were proud to receive the award from Sir John Oldham National Lead for Quality and Productivity. ELMS are the only HealthCare organisation in Blackburn, Darwen and East Lancashire and one of only 3 healthcare organisations in the UK who have this award.
  • ELMS is a member of the Patient Experience Network. This is a 'not for profit' membership based network, membership is made up of organisations who can demonstrate a customer centred approach to healthcare. Assessment of the organisation is made through a benchmarking exercise. Those organisations who are committed to challenging and improving the patient experience, and can evidence that commitment, are awarded membership for one year.

Who is the service for?
ELMS Criminal Records Agency (ECRA) is an unrestricted Umbrella Body of the CRB and can provide services to the public and private sector including: Social Service and Education Departments, NHS Health Trusts, District Councils, Independent Schools, Residential/Nursing Homes, Ofsted registered Day Care Providers and all other occupations which involve working with, or having access to, children, the elderly and other vulnerable people.
How long does the process take?
We offer an efficient and thorough service and forward all correctly completed application forms to the CRB within 24 hours of receipt from the applicant. Enhanced Disclosures take approximately six weeks to complete.

Final Disclosure information will be passed to the client within 24 hours of receipt and there is a dedicated help line for all queries.

Why should I use ELMS Criminal Records Agency?
ELMS is an Umbrella Body of the Criminal Records Bureau and operates within the CRB Code of Practice.

We have established processes and quality control measures to ensure applications are processed quickly and in confidence.
What is an Umbrella Body?
Umbrella Bodies perform similar functions to Registered Bodies by countersigning applications on behalf of organisations who, for whatever reason, cannot adhere to the Code of Practice or do not wish to be a Registered Body but are entitled to use the service.

Please note that the CRB may de-register smaller Registered bodies in the near future.
